"According to the bus driver, the bus had stopped and was awaiting the student to cross the street and board the bus, with the stop arms and lights activated," Hamilton said. After the driver didn't stop, a woman who had witnessed the accident followed her, then called 911 with her location. The citizen's help was critical in finding the driver, he said.
