Here is a perfect example of a man we do not need on the streets of Charlotte: Michael Ramirez, Age 19.
Since Michael Ramirez's 16th birthday- he has been arrested 8 times. (I have no way of knowing if he had a criminal record as a juvenile but it would not surprise me if he did.) In 1994, at 16 years old, he was arrested 6 times for stealing 20 cars & many assault with a deadly weapon charges.
The court system finally took him seriously after the 6th arrest when he stole 16 cars and he was locked him up for a year. He was released from jail in May of this year and has been arrested twice since - the latest arrest this past week. Clearly, this man lives a life of crime, he has victimized at least 21 people and yet he still roams the streets of Charlotte.
