On October 28, 2006, the suspect broke into an apartment on Hillary Circle and abducted the child from a bedroom. The suspect took the 5 year old victim to a wooded area and sexually assaulted her. The victim was treated at a local medical facility. The suspect was acquainted with the victim’s family. CMPD has warrants on Tovar for 1st Degree B&E, 1st Degree Rape, & 1st Degree Kidnapping.
