Eastway Division Officers arrested Richard Thomas Welch shortly before 8:00 pm after a brief foot chase. Mr. Welch was wanted on eleven charges, ranging from traffic violations to Robbery with a Dangerous Weapon.Welch was taken into custody by officers as he ran along Parson Street towards Parkwood Avenue. As usual, Welch is a habitual repeat offender!
