Detectives Conducting an Officer Involved Shooting Investigation

UPDATE:  Detectives with the Homicide Unit have charged five people in connection with this incident.  Christopher Michael Fortson has been charged with A/D/W-With a Firearm on a Law Enforcement Officer, Attempted Murder, Conspiracy to Commit Robbery, Armed Robbery and First Degree Burglary. Mr. Fortson remains hospitalized at Carolinas Medical Center. Once he is discharged, he will be transported to the Mecklenburg County Sheriff’s Office.

In addition, four people who were detained this morning at the scene have been charged. They will be transported shortly to the Mecklenburg County Sheriff’s Office. Their information and charges are as follows:

Ryan Michael Sumpter -charged with: Conspiracy to Commit Robbery, Armed Robbery and First Degree Burglary; Ryan Christopher Munsey- charged with: Conspiracy to Commit Robbery, Armed Robbery and First Degree Burglary; Irving Alfonso Lopez- charged with: Conspiracy to Commit Robbery, Armed Robbery and First Degree Burglary; Bridget Nicole Bowen- charged with: Conspiracy to Commit Robbery

Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit and ADW Unit are conducting an officer involved shooting investigation at 424 West Avenue in the Freedom Division. Officers were responding to an in-progress breaking and entering call which came in at 12:48 a.m., on Wednesday, June 27, 2012.

Freedom Division Patrol Officers were on West Ave responding to a shots fired call which came in at 12:24 a.m., when a second call came in advising of an in-progress breaking and entering. Officers responded to 424 West Avenue where they located multiple subjects outside the residence. During the course of their preliminary investigation, one of the subjects ran from the officers.

Officer Joshua Baswell ran after the subject, who turned at the officer and fired a handgun at him. Officer Baswell returned fire striking the suspect, who fell to the ground and was taken into custody. Officer Baswell was not struck by gunfire from the suspect. Officers immediately called for Medic, who arrived on scene and transported the suspect to Carolinas Medical Center where he was rushed into surgery. The subjects who officers originally got out with were all detained at the scene and will be interviewed by Detectives. A handgun was recovered at the scene; at this initial stage of the investigation we believe it to be the gun used by the suspect to shoot at Officer Baswell.

Detectives with the Homicide Unit are currently canvassing the neighborhood to determine if there are any witnesses to this incident. Detectives with the Gang Unit and Vice & Narcotics responded to the scene to aid in the investigation. A representative of the Mecklenburg County District Attorney’s Office responded to the scene as well.

Officer Joshua Baswell has been a member of the CMPD since January 25, 2010. He is currently assigned to the Freedom Division as a Patrol Officer. Detectives with the Homicide Unit are conducting the shooting investigation while Detectives with the Internal Affairs Unit will conduct a separate but parallel investigation to determine whether or not CMPD policies and procedures were adhered to during the course of the incident. Per department protocol, Officer Baswell has been placed on Administrative Leave pending the outcome of the shooting investigation.
