Charlotte's Homeland Security

The Charlotte region is getting more money this year from the Department of Homeland Security. The Charlotte region, which includes eight North Carolina counties and two South Carolina counties, has been awarded $8,970,000. This is $3,310,757 more than in 2005. Overall, DHS decreased its total grant money by $120 million this year.

News 14 Carolina reported, “We will enhance our capability to prevent and respond to any type of potential threat or disaster that will impact our region,” said Luther Fincher, the chief of the Charlotte Fire Department and the city’s director of Homeland Security. Fincher credits Charlotte’s increase to a fine-tuned proposal that explained why the Queen City could be vulnerable to a terrorist attack.

“It’s the second-largest banking center in the nation,” he said Wednesday. “This is the only city in the nation with two nuclear power plants that we test every year.” Other risk factors, Fincher said, include a growing population and large sporting events.

The new money will be spent on a number of things, such as a regional search-and-rescue teams. It will also be used to build a telecommunication system that links all the counties in the area.

Unlicensed Driver hits child

Here we go again... Another illegal immigrant- without a license- injuring someone on the road. This time it was a child. She did not even stop to see if the child was okay!! I hope they deport her & fast.

A 26-year-old Concord woman was arrested this morning after a child was struck and injured in a hit-and-run bus stop accident. Charges are pending against Martha Patricia Ortiz - Lorenzano of 87 Woodsdale Place, Concord Police Chief Merl Hamilton said. She is not a U.S. citizen, and immigration officials are investigating whether to begin possible deportation processing, he said.

The child, who attends Weddington Hills Elementary School, was taken to NorthEast Medical Center with a leg injury, school officials said. Shortly after 8 a.m., the driver fled in a 1996 green Mazda, after hitting the boy at a bus stop on Kerr Street near Buffalo Avenue. The boy is expected to be okay!

"According to the bus driver, the bus had stopped and was awaiting the student to cross the street and board the bus, with the stop arms and lights activated," Hamilton said. After the driver didn't stop, a woman who had witnessed the accident followed her, then called 911 with her location. The citizen's help was critical in finding the driver, he said. Ortiz Lorenzano was still being questioned this afternoon, and a Spanish-speaking officer was assisting with the case.

Local teacher faces 2nd sex charge

UPDATE:
Janet Botton Klatt, 44 faces another charge of having sex with a 16 year old student. The latest charge stems from an incident that police say occurred a few weeks ago in the parking lot of a Concord restaurant.

The new charges allegedly involve the same student she is accused of having sex with in Raleigh. Police said Klatt and the student had sex in a car at Afton Village, a shopping center located at George Lyles Parkway and Poplar Tent Road.Klatt was taken to the Cabarrus County Jail and released on a $5,000 bond. Her next court date is scheduled for Wednesday at 9 a.m. WBTV- Video

Raleigh police arrested a Concord private school teacher Monday on charges of a sexual offense against a child. Former Cannon School teacher Janet Klatt, 44, (R) of Charlotte, was arrested and posted a $5,000 secured bond Monday.

Under the conditions of her bond, Klatt cannot have any contact with the victim and has surrendered her passport, authorities said. The incident involved a 16-year-old male student during an April 28 school field trip to Raleigh, said Jim Sughrue, spokesman for the Raleigh Police Department. It happened during a stay at the Clarion Hotel at 320 Hillsborough Street, he said.

"These cases are highly unusual," Sughrue said.

Klatt was fired May 10 after the school discovered allegations of an inappropriate relationship and contacted police. That Friday, a sealed letter was sent home to parents informing them that a teacher had been terminated for violating several school policies.

Body Found in Parking Lot

Police in Charlotte are investigating the city's 28th homicide of the year. A man's body was found in a parking lot of the old "Park-n-Shop" just before 9PM on Monday. That is near the intersection of Wilkinson Boulevard and OId Steele Creek Road.

Homicide detectives searched the home of Phillip Kaczmarek, 64, Tuesday with the hope to get a clue about who wanted him dead. Police said Kaczmarek had been stabbed to death. They are not sure whether a knife or screwdriver or some other instrument was used. Police have not said if they think Kaczmarek was killed in his home. When Kaczmarek's body was dumped out of a car on Wilkinson Boulevard- it wasn't clear if he was alive for a brief period when he was dumped or if he was already dead.

Neighbors said that the Kaczmarek rented out several rooms in his home. Police questioned some of his roommates. One of them declined to speak with 6NEWS about their relationship with Kaczmarek.

Police recovered Kaczmarek's car around noon Tuesday. They think his body was transported in it. It’s too early to tell if there is any evidence in the car that will help police catch his killer. Sources: WSOC-TV & WCNC

Weed & Seed in Charlotte

A new program designed to reduce crime is coming to Charlotte, NC. The program is called Weed and Seed. Weed & Seed is a a community-based strategy sponsored by the U.S. Department of Justice (DOJ). The first spot in East Charlotte to see the program will be Central Avenue and West Boulevard. (Area is shown in green on map) The city of Charlotte will make an announcement next Tuesday about bringing the program to the area. (Local Demographics)

Weed and Seed is a program that aims to prevent, control, and reduce violent crime, drug abuse, and gang activity in designated high-crime neighborhoods across the country. There are more than 300 Weed and Seed sites in the US. The Weed and Seed strategy is a multilevel strategic plan that includes four basic components: law enforcement; community policing; prevention, intervention, and treatment; and neighborhood restoration.

According to this article by
WBTV, police typically respond to more than a hundred calls a week in this area- which is located between Plaza-Midwood and Eastland Mall. Between March and April of 2006, police answered more than 400 calls for service along West Boulevard. The Weed and Seed program in these neighborhoods is part of a five-year crime reduction program.

Rapist let out of jail!

This is pretty scary stuff! James Yarbro, Jr., the Charlotte man charged with 21 felony sex related warrants is out of jail on $25,000 cash bond and a written release.

James Yarbro, Jr. turned himself in two weeks ago after police issued a warrant for his arrest in relation to sexual charges involving his stepdaughter. He was originally held in the Mecklenburg County Jail on more than $500,000 secured bond. That bond was unsecured by a judge Friday afternoon when Yarbro posted $25,000 cash and signed a written release.

According to a search warrant obtained by WBTV News 3,
James Yarbro Jr. began sexually assaulting his stepdaughter a month after her mother left for active duty in Iraq during September of 2004. The warrant states that the young girl was raped nearly 70 times. Sometimes she was tied up with a belt and other times by velcro handcuffs. The 42-year-old man always kept a gun by the bed during the assaults.

Earlier this month, the young girl alerted her mother who reported the alleged sexual attacks to police. When officers search Yarbro's home, they found sex toys and pornography. There is no word yet on when Yarbro will return to court.

Restaurant Manager Shot

A manager at a Jason’s Deli restaurant was shot in the chest Sunday night after police said a man tried to rob him after the business closed.

Police said it happened around midnight at the restaurant located at 3509 West WT Harris Boulevard. Police said the victim had just closed for the night when he was approached by a man dressed in all black. Police said the suspect shot the manager, but didn’t take anything.

The victim was taken to Carolinas Medical Center with serious, but not life threatening injuries.
Monday, 6NEWS talked to employees at Jason’s Deli.

None of them wanted to appear on camera, but they said they were very disturbed by what happened to their co-worker and the restaurant now plans to close at 7 p.m.

Police do not have detailed description of the suspect. The victim told them the suspect was wearing a mask over his face.

Gang Member gets 10 years

George Johnson, 20, a Charlotte gang member will spend the next decade in prison after robbing and shooting a woman. Johnson was sentenced to at least 11 years behind bars on Thursday. He was convicted of robbing and shooting Robin Holt at a bank in February 2005. Johnson is also a leader of the 'Bloods' gang.

No more cameras!

The City of Charlotte has decided to suspend the Safe Speed and SafeLight programs. The suspension went into effect Friday. City officials based the decision on a recent court case involving the proceeds from High Point, N.C.’s SafeLight program. In that case, the North Carolina Court of Appeals ruled that proceeds of a red light camera program must be paid to the local board of education. That ruling was contrary to an earlier decision made by a Federal District Court.

City Manager Pam Syfert, Police Chief Darrel Stephens, and Charlotte Department of Transportation Director Jim Humphrey, agreed to suspend the programs to limit the City’s financial liability in the event the court ruling stands and until the City Council has time to discuss future options.

The City’s contractor, Peek Traffic Corporation, is cooperating with the suspension of the programs. “With reluctance, we are suspending the programs,” said Chief Stephens. “Red light running and speeding are major public safety issues that cause needless crashes, injuries and fatalities.”

Charlotte’s experience with the speed-detecting cameras in the 14 designated corridors shows a 12-14% reduction in crashes and a 55% reduction in speeding incidents. Data analyses have shown similar safety improvements with the red light cameras:

•Overall, angle accidents have been reduced by 37% at SafeLight intersections
•Overall, angle accidents have been reduced by 60% on the camera approaches
•All crash types have reduced 19% on the camera approaches
•Accident severity has been reduced by 16%

The future of any red light or speed cam programs will be discussed at the June 5 City Council meeting.

Credit Union Robbed

CMPD and federal authorities are looking for a suspect who robbed a credit union in southwest Charlotte on Wednesday morning. Photos of the robbery suspect, taken by a surveillance camera at the Carolinas Telco Credit Union, showed what appeared to be a woman wearing a long brown wig. But, police said, it is possible the bank robber was a man, dressed as a female.

The robbery happened around 11:10 a.m. at the credit union, 2600 Sharon Road West. Police say the suspect demanded and got money from a teller.

The suspect was described as being in his or her late teens or early 20's, about 5 feet 9 tall, and 130 pounds with a slim build. The suspect was wearing a brown wig with straight hair; a striped button-down shirt; a blue jean skirt; and lace-up knee-high boots.

Police say the suspect escaped in a gray-colored Dodge Magnum station wagon. The interior of the vehicle might have red dye stains. Police also say there might have been two other people in the getaway vehicle.

New Identification system can spot illegals

The Mecklenburg County Sheriff's Office has a new tool to help identify illegal immigrants arrested in Charlotte. Under the new immigrant identification system, inmates who were not born in the United States will have their digital image and fingerprints sent to a national database to determine if they have the proper documentation.

Those who are undocumented will be deported upon completion of their jail term. Two inmates underwent the verification process Wednesday morning and both were found to be illegal with a prior criminal record, information that might have gone unnoticed without the new system.

Mecklenburg County Sheriff Jim Pendergraph is confident that fewer illegal immigrants will slip through the cracks. “Once their state charges now are taken care of and they have served the time they are convicted on the state charges, there’s a detainer placed on them today, where they won’t be able to get out of jail and they’ll be deported again,” he said.

The system has been up and running for about two weeks. Pendergraph says about 80 inmates have gone through it, and about half of them are currently in the process of being deported.

Woman found dead in parking lot

Police are investigating the death of a woman who was found dead next to her car in a south Charlotte shopping center early Tuesday morning. Her body was discovered at the Steelcroft Shopping Center located on South Tryon Street before 8 a.m.

Missing 17 year old girl found dead

5-20-06 UPDATE:
Olivia Seals' body has been found. Police arrested Philip Blankenship (L & R) on Friday after they discovered a body under a pile of trash at his home west of Glen Alpine.

The body has been positively identified as that of Olivia Seals. Preliminary results of the autopsy indicate the cause of death to be blunt force trauma to the head.

Investigators said they found blood spatters inside Blankenship's house. Investigators said Blankenship even used Seals' cell phone to send her father text messages to give the impression that she had run away to Ashville.

The Sheriff said he believes Seals was killed the night she disappeared, on May 6.

Deputies in Burke County are looking for a girl who was reported missing eight days ago. Olivia Seals, 17, was reported missing by her father on May 9th.

Authorities are afraid that something may have happened to the teen because she does not have her purse or cell phone with her and this type of behavior is not normal for Seals.


"We have questioned a number of people in this investigation," said Burkeb County Sheriff John McDevitt. "I believe these puzzle pieces are starting to form the big picture, and we hope to find Olivia soon."

Investigators said they have questioned a person of interest in the case, a 20-year-old man who told them he dropped Seals off on a road leading to her home early in the morning ten days ago. He also gave Seals' father (Left) her cell phone and purse telling him she left them in his car the night he took her home. Investigators are looking at her phone records for clues.

Detectives said their search has been complicated because their investigation has shown that several people they have interviewed have lied to them. "Some of the stories our Criminal Investigations Division has been told by others have been out-and-out lies, which we can disprove," McDevitt stated. "We will deal with those individuals who are being untruthful."

* Seals is 5 foot 7 inches tall, 140 pounds with brown hair and brown eyes.
