CMPD Catches 25th Offender to Remove Electronic Monitor in 2012

Charlotte-Mecklenburg police arrested 19 year-old Channing Banks on Tuesday for illegally removing his electronic monitoring device.

After two weeks on the run, Banks was apprehended by CMPD on Central Avenue. The 25th offender to remove his device, Banks had been monitored since his release from jail in August. He had been jailed for larceny and possession of stolen goods.

With Banks's arrest, Charlotte-Mecklenburg police have now caught every offender to remove their electronic monitoring device this year.

25th Offender to Remove Electronic Monitor Sought by Police

Authorities in Charlotte are attempting to located 19 year-old Channing Avery Banks after he cut off his electronic monitoring device Tuesday. He is currently being sought by CMPD's Violent Criminal Apprehension Team.

Banks faces charges of interfering with an electronic monitoring device,  larceny, and possession of stolen property. He was released from jail on August 28 and had worn the monitoring device from that day on.

Banks weighs about 150 pounds and is 5'10" tall. He was last seen near his Cates Street home, which is located near West 5th Street. Banks makes the 25th person to remove their monitor this year. The previous 24 suspects that removed their monitor were all caught by police.

23rd Electronic Monitor Removed by Suspect in 2012, CMPD on Lookout

CMPD is currently looking for Eric Dwayne Jones, 28. According to police, Jones removed his electronic ankle monitor by cutting it off Wednesday evening.

Jones was last seen near the intersection of Freedom Drive and Toddville Road. He was released on a $50,000 bond on May 1st and had been wearing the monitor since that time.

His incarceration stemmed from a host of armed robbery-related charges, including three counts of robbery with a dangerous weapon. CMPD records show 22 Mecklenburg County arrests in his past, including nine arrests within the past three years.

Jones, who will also face charges of interfering with an electronic monitoring device, is the 23rd person to remove their monitor in 2012.

The number of suspects who have removed their monitoring devices this year is over 25% higher than this time in 2011.

Suspect Slices Electronic Monitor, CMPD on Lookout

Charlotte's Violent Criminal Apprehension Team is on the lookout for Keith Allen Murray, 51. Police say Murray cut off his electronic monitoring bracelet Sunday after being released from jail on bond. He had been charged with larceny and breaking and entering, but now faces charges of interfering with an electronic monitoring device.

This is the 22nd case of someone that was monitored by CMPD cutting off their electronic monitor in 2012. That number is 23% higher that last year, which had 17 cases by this time 2011.

Keith Murray was last seen near the intersection of North Tryon Street and Tom Hunter Road. That's where authorities say he sliced through his monitor. He is 5'11" and 190 pounds. He has white hair and beard.

WANTED: Donald Blakney

Donald Blakney is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for larceny after breaking and entering, felony possession of stolen goods, and interfering with an electronic monitoring device.

Blakney has been on CMPD Electronic Monitoring since he posted a $20,000 bond on February 9, 2012. Blakney has an extensive criminal history including multiple arrests for breaking and entering, robbery, and probation violations. Blakney was scheduled to appear in superior court on July 3rd (also his birthday), however he failed to appear and later cut his electronic monitor off near The Plaza and Eastway Drive. Blakney is known to frequent the Beatties Ford Road and Lasalle Street areas.

WANTED: DeShawn McManus

DeShawn McManus is wanted by the North Carolina Department of Community Corrections and CMPD’s Violent Criminal Apprehension Team (VCAT) on outstanding warrants for interfering with an electronic monitoring device (Felony) and felony probation violation.

McManus was being monitored by CMPD in conjunction with the North Carolina Department of Community Corrections as part of his probationary sentence for a 2011 breaking and entering case.  On June 27, 2012, McManus cut off his electronic monitoring device on Reid Avenue off near West Boulevard.

McManus has an extensive criminal history in Mecklenburg County including multiple arrests for breaking and entering, robbery, auto theft, and resisting arrest. On June 12, 2012 Vann cut off his electronic monitoring device at his residence near West Boulevard. Vann had been on CMPD Electronic Monitoring since he posted a $35,000 bond on June 20, 2011.

On June 2, 2012 Keziah cut off his electronic monitoring device near his residence on Beatties Ford Road.  Keziah had been on CMPD Electronic Monitoring since he posted a $30,000 bond on May 3, 2012.

Man Wanted for Cutting Electronic Monitor

Wade Bolton is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for possession of a firearm by a felon, and interfering with an electronic monitoring device. Bolton has been on CMPD Electronic Monitoring since he posted a $25,000 bond on February 14, 2012.

Wade Robert Bolton is a habitual felon with an extensive criminal history including several arrests larceny from auto, auto theft, breaking and entering, firearms violations and assaults charges.

Bolton was scheduled to appear in superior court today, however he failed to appear and later cut his monitor off in the area of Marlowe Avenue.  Bolton is the fourteenth offender to cut off his court ordered monitor in 2012.

Louie Forney is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for robbery with a dangerous weapon, conspiracy to commit armed robbery and interfering with an electronic monitoring device.

Forney had been on CMPD Electronic Monitoring since he posted a $40,000 bond on February 9, 2011.  Forney has an extensive criminal history including several arrests larceny from auto, firearms violations and assault charges.

Forney is the 13th offender to cut off his court ordered monitor in 2012 which is an increase of two cut monitors during the same time period in 2011. CMPD currently has 360 offenders on court ordered electronic monitoring.

Jamarious Sherrill is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for interfering with an electronic monitoring device, breaking and entering a motor vehicle, and felony larceny. Sherrill has been on CMPD Electronic Monitoring since he was released from jail on 8/30/11.

Sherrill is the eighth offender to cut off his court ordered monitor in 2012. All of the previous offenders have been re-arrested. CMPD currently has 390 offenders on court ordered electronic monitoring.

Bernard Anthony Smith is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for robbery with a dangerous weapon, possession of a firearm by a felon, carrying a concealed weapon, and interfering with an electronic monitoring device.

Smith has been on CMPD Electronic Monitoring since he posted a $91,000 bond November 1, 2011 and was released from jail. Smith appeared in superior court today to accept a guilty plea. Smith left the courthouse before his hearing started and cut off his electronic monitor on Harri Ann Drive in the Independence Division.  Smith has an extensive criminal history including several arrests for robbery, drugs, felony firearm, and assaults charges.

Smith is the sixth offender to cut off his court ordered monitor in 2012. All of the previous offenders have been re-arrested. CMPD currently has 390 offenders on court ordered electronic monitoring. David Jamar Coleman is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for robbery with a dangerous weapon, probation violation, and interfering with an electronic monitoring device.

Coleman has been on CMPD Electronic Monitoring since he bonded out of jail on February 2, 2012. Coleman appeared in court today on a probation violation charge. Coleman left the courthouse before his hearing started and cut off his electronic monitor on North Tryon near Eastway Drive.

Coleman has an extensive criminal history including arrests for multiple charges of breaking and entering. Coleman is the fifth offender to cut off his court ordered monitor in 2012. CMPD currently has 375 offenders on court ordered electronic monitoring.

WANTED: Tomonta Quantez Simmons

UPDATE:  (3/2/12) Simmons was captured by CMPD.

Tomonta Simmons is wanted by the Violent Criminal Apprehension Team (VCAT) for outstanding warrants for interfering with an electronic monitoring device and multiple counts of felony probation violation. Simmons plead guilty and was released from jail on December 18, 2010. Simmons was placed on probation with the NC Department of Community Corrections and was being monitored by CMPD as part of a pilot project for priority offenders.

On November 9, 2011, Simmons cut off his monitor and was on the run until being arrested by VCAT on January 4, 2012. Simmons was released back into the community after he posted a $36,500 bond for the pending probation violation. Simmons appeared in Superior Court today, February 29, 2012 to answer to his felony probation violations. During a court lunch break, Simmons cut off his electronic monitor near Sugar Creek and I-85. Tomonta Simmons has previously been arrested for felony drug, larceny from auto, assault, and weapon charges in Mecklenburg County.

Joshua Sean Lowery is wanted by the Violent Criminal Apprehension Team (VCAT) for first degree burglary, robbery with a dangerous weapon, kidnapping, shooting into an occupied property, and interfering with an electronic monitoring device.

Lowery has been on 24 hour house arrest with CMPD Electronic Monitoring since he bonded out of jail on December 6, 2011 for a home invasion robbery where shots were fired in the Steele Creek Division. On February 25, 2012 Lowery cut off his electronic monitor at his residence off of Scaleybark Road in the Westover Division and is currently on the run.

Lowery has an extensive criminal history including arrests for multiple robberies, drugs and weapon charges. Lowery was the 3rd offender to cut off his court ordered monitor in 2012. Man Wanted for Cutting off Electronic Monitoring

Alquez Lee Thompson is wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for interfering with an electronic monitoring device, possession of a handgun by a minor and carrying a concealed weapon. Thompson was on CMPD Electronic Monitoring while out on bond for pending charges. On December 8, 2011, Thompson cut off his court ordered monitor and is currently on the run.

Thompson has an extensive criminal history including 16 arrests in Mecklenburg county including assault with a deadly weapon, felony drug and felony weapon charges. Thompson should be considered Armed and Dangerous. Sex Offender on Electronic Monitoring Charged with Rape

UPDATE:  4/24/12- Jason Miller was found dead in the Charlotte-Mecklenburg County jail this morning.  According to the Sheriff Dept, it appears to be a natural death.

It is my opinion that some criminals cannot be stopped nor rehabilitated!  For example, 38-year old Jason Lamont Miller.  He is a registered sex offender and on electronic monitoring who is accused of raping a woman in the early morning hours Wednesday on North Graham St.

Thankfully, the victim noticed the suspect was wearing an ankle bracelet so her testimony is the only reason why he was apprehended quickly.

According to a Charlotte Observer articleMiller had been released from prison in 2010 after serving two years for taking indecent liberties with a minor, and was being monitored by authorities there, said Capt. Mike Smathers, who oversees the department's robbery and sexual assault unit.

Tomonta Simmons is wanted by the Violent Criminal Apprehension Team (VCAT) for outstanding warrants for interfering with an electronic monitoring device.  Simmons was released from jail on December 18, 2010 and placed on probation with the NC Department of Community Corrections and he was being monitored by CMPD.

On November 9, 2011 Simmons cut off his court ordered monitor and is currently on the run. Simmons was last seen in the area of I-277 and I-77.

Tomonta Simmons has previously been arrested for felony drug and weapon charges in Mecklenburg County.

CMPD Seeking Man who Cut Electronic Monitor

Tracy Harold is wanted again by the Violent Criminal Apprehension Team (VCAT) for outstanding warrants for interfering with an electronic monitoring device, damage to property, and armed robbery.

Harold has been on CMPD electronic monitoring since his October 15, 2011 release from jail on a $43,000 bond for a pending armed robbery charge.

On October 21, 2011 Harold cut off his court ordered monitor and is currently on the run. Harold was last seen in the area of Charlottetown Ave and 7th Street.

Tracy Harold has previously been arrested for felony drug and weapon charges in Mecklenburg County. Anyone with information on Harold’s whereabouts should immediately contact the Violent Criminal Apprehension Team (VCAT) at (704)336-VACT or call 911.

According to CMPD, Harold is the 21st offender to cut off a CMPD electronic monitor in 2011. In 2011, less than 2% of the offenders monitored cut off their monitors and all of the previous 20 offenders have been recaptured.

On September 27, 2011, Eric Hill cut off his court ordered monitor and is currently on the run. Hill has a history of Breaking and Entering, Possession of Burglary Tools, and Resisting a Public Officer Charges.
