Detectives Investigating an Officer involved Shooting in the Central Division

The officer who discharged his weapon is Officer Clifford L. Flowe, date of hire is 06/21/1989.   He is currently assigned to the Central Division and has been placed on paid administrative leave. The subject who was shot has been identified as Fred Daye.   He is not facing any charges in this case. Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit and A/D/W Unit are conducting an investigation into an officer involved shooting in the parking lot adjacent to 1310 South Tryon Street in the Central Division. The call for service came in at 7:44 p.m., on Tuesday, March 06, 2012.

Central Division patrol officers responded to the 1400 block of South Tryon Street in reference to a possible suicidal subject who stated that he was schizophrenic and off his medication. As officers approached the male, they told him that they wanted to pat him down to make sure that he wasn’t armed with a weapon. Officers gave the male subject loud verbal commands to keep his hands in view. The male subject made several statements to officers to shoot him. Officers repeatedly gave verbal commands to the subject, who did not comply. The male subject then placed his hand inside his jacket as if to draw to a weapon.

One officer deployed a TASER device on the subject and the second officer fired his department issued shotgun at the subject. The subject was struck in the left elbow by the shotgun round and was transported to Carolinas Medical Center for treatment of a non-life threatening injury. The male subject has what doctors described as a flesh wound. At this time, it is unknown if he was struck by a shotgun pellet or the wadding from the shotgun round. The shooting took place at 8:42 p.m. No officers were injured during this incident. At this time, the male subject is not facing any charges.

Detectives with the Homicide Unit are conducting the shooting investigation while Detectives with the Internal Affairs Unit will conduct a separate but parallel investigation to determine whether or not CMPD policies and procedures were adhered to during the course of the incident.  Crime Scene Search responded to the call for service to process the scene and collect physical evidence.
