Arrest Made in 1981 Sexual Assault Cold Case

Detectives with the Charlotte-Mecklenburg Police Department’s Sexual Assault Cold Case Unit have arrested Roger Dale Honeycutt for a rape which he committed in 1981.

On February 21, 1981, Honeycutt entered the female victim’s home in the 2500 block of Eastway Drive through the front or sliding glass door in the living room. The victim, who was five months pregnant, had fallen asleep on a sofa in her living room. Her husband and young daughter were asleep upstairs.

The victim was awakened by a man who had straddled her body, and grabbed her face. He told her that if she didn’t scream, he wouldn’t hurt her. The suspect forced the victim to submit to multiple sex acts while asking her if she was pregnant. She acknowledged that she was five months pregnant.

After the assault, the suspect rifled through the victim’s purse and her husband’s coat before leaving the home. The victim went to the hospital where a sexual assault kit was performed. The victim described her attacker as being a W/M, approx. 5’ 8” weighing approx. 120 lbs.

The sexual assault kit was examined by the Charlotte Police Department’s Crime Lab in March of 1981. The lab determined that the kit did contain evidence of the rape. Without a suspect to compare the evidence to, the case remained open.

In March of 2002 Det. T.A. Armstrong, of the Charlotte Mecklenburg Cold Case Unit, reopened the case. He submitted the DNA evidence to the CMPD Crime Lab for DNA testing. In June of 2006 the Crime Lab generated a report indicating that the DNA profile had been uploaded into the national CODIS database.

On August 31, 2010 a match was obtained from CODIS identifying Honeycutt as the suspect. He is a registered sex offender who had been arrested for Sexual Exploitation of a Minor in 2005. Honeycutt received a 5 year sentence but was released in 2008. His registration date in the offender file is November 25, 2008. Honeycutt was released from a federal prison on November 24, 2008.

On August 31, 2010 detectives with the Cold Case Unit, began searching for the victim in this case. She was located in another state. Detectives met with the victim and reviewed the case with her. As a result of this interview, combined with the physical evidence, warrants were obtained for the arrest of Roger Dale Honeycutt.

Mr. Honeycutt was arrested at his home in Kannapolis without incident on Monday, October 18, 2010. He’s been charged with: 2nd Degree Rape, 2nd Degree Sex Offense, and 1st Degree Burglary. Mr. Honeycutt is currently in the custody of the Mecklenburg County Sheriff’s Office.

The CMPD Sexual Assault Cold Case Unit has investigated 661 cases since its inception in 2006 and has solved 98 cases. There have been 20 convictions resulting in total sentences of over 800 years.

CMPD Sexual Assault Cold Case Unit Makes Arrest

Detectives with the Charlotte-Mecklenburg Police Department’s Sexual Assault Cold Case Unit have arrested Carl Rayfette Harrison for a rape that occurred in September of 1991.

On September 4, 1991, a 23 yr old female accepted a ride from two men on Rozzelles Ferry Rd. The men drove her to a dead end street where she was forcibly raped at knifepoint. The victim was able to get away and run towards a nearby house.

The residents of the house heard her screaming and saw the two suspects struggling with her attempting to force her back into the vehicle. When the suspects saw the witness they let the victim go and fled in a Blue Buick with rust spots.

Physical evidence recovered and processed by CMPD’s Crime Lab at the request of the CMPD Sexual Assault Cold Case Unit established Mr. Harrison as one of the suspects in this rape. Mr. Harrison is currently registered as a Sex Offender from an unrelated 1992 First Degree Rape conviction.

Mr. Harrison was arrested yesterday, June 29, 2010 and charged with two counts of 1st degree rape from the 1991 case. He is currently in the custody of the Mecklenburg County Sheriff’s Office. CMPD Homicide Cold Case Detectives Make Arrest

UPDATE:  (5/4/11) - From April 25, 2011, to May 4, 2011, the District Attorney’s Homicide Team tried Tyrone Johnson, 33, for the first-degree murder of Ms. Johnnie Mae Shine, 40.  The jury trial took place in at the Mecklenburg County Court House. The Honorable F. Lane Williamson, Superior Court Judge, presided.


On May 29, 2000, Johnson, then 22 years old, killed Shine, an acquaintance, outside her home on Mimosa Avenue in Charlotte. Ms. Shine was a native Charlottean and was a grandmother of two at the time of her murder. Johnson stabbed Shine 10 times during an altercation and left the scene as Shine lay bleeding to death on her next-door neighbors’ front porch. Johnson fled to New York within days.

DNA testing led to Johnson’s indictment for the murder in 2009.  Johnson denied any knowledge of the crime when questioned by Charlotte-Mecklenburg Homicide Detectives in 2007.

At the time of the questioning, Johnson was in prison in South Carolina serving a sentence for robbery. At trial Johnson testified that he did stab Shine but did so in self-defense. The jury found that the State proved beyond a reasonable doubt that Johnson did not act in self-defense, but rather that he acted with premeditation, deliberation, and the specific intent to kill Ms. Shine. The jury found Johnson guilty of first-degree murder, as numerous family members of Shine’s looked on. Johnson received the mandatory sentence under North Carolina law of life in prison without the possibility of parole.

Detectives from the CMPD Homicide Cold Case Unit have arrested 32-year old Tyrone Jamar Johnson for the murder of Ms. Johnnie Mae Shine that occurred in May 2000 on Mimosa Avenue.

Physical evidence recovered from the crime scene recently linked Johnson to the murder. A Grand Jury indicted Johnson for the murder in September of 2009 while he was serving time in prison in South Carolina on unrelated charges.


Johnson was extradited back to North Carolina on Tuesday and was officially charged with the murder. Johnson is currently in the custody of the Mecklenburg County Sheriff’s Office.

CMPD Sexual Assault Unit Case Update

Darrell Boyd went to trial on August 3, 2009, for two sexual assaults which occurred in 1998. The Charlotte-Mecklenburg Police Department’s Sexual Assault Unit’s Cold Case Squad charged Mr. Boyd in the two incidents in December of 2007.

On August 10, 2009, the jury came back with guilty verdicts on the following 17 charges:
4 counts 1st degree Rape, 2 counts 2nd degree Rape, 4 counts 1st degree Sex Offense, 3 counts 2nd degree Sex Offense, 2 counts 1st degree Kidnapping, 1 count 1st degree Burglary, 1 count Felony B&E.

Mr. Boyd was sentenced to 84-103 years in prison. The case was worked by the CMPD Sexual Assault Cold Case Unit and the SBI Crime Lab. A brief synopsis of each case is listed below.

Vinca Circle- 22 year old victim
At approximately 9:30 a.m. on May 1, 1998, the victim was home alone at her apartment. The suspect entered the apartment through the front door armed with a handgun. The suspect then held the victim and sexually assaulted her for over an hour. The suspect then fled the apartment leaving the victim tied up.

English Hills Dr - 25 year old victim
At approximately 11 p.m. on May 14, 1998, the victim was home alone at her apartment. The suspect entered her residence through a sliding glass door. The suspect held the victim in her residence for nearly three hours physically and sexually assaulting her. The suspect then fled the apartment.

CMPD: Sexual Assault Cold Case Unit Arrest

On May 4, 1997, a 29 year old female was walking on Boone St near Oaklawn Ave. when an unknown black male pulled up to her and forced her into his vehicle. He threatened to assault her with a knife. He drove her to a remote location and sexually assaulted her. He then drove her to Ludlow Ave where he forced her out of the vehicle. She immediately found help from a nearby resident who contacted the police.

No suspect was developed in the case during the initial investigation, however, using forensic evidence collected during the original investigation, the CMPD Crime Lab and the Sexual Assault Cold Case Unit have identified and charged Johnny William Bell of Charlotte with the crime.

The Mecklenburg County District Attorneys Office has reviewed the investigation and authorized the charges of 1st degree Kidnapping and two counts of 2nd degree Sex Offense. This investigation was completed within days of Johnny Bell being released from the NC Department of Corrections where he was serving time from a Charlotte drug conviction.

Through cooperation of the NC DOC and CMPD, Johnny W Bell was picked up at the Morrison Correctional Facility in Hoffman, NC as he completed his active prison sentence.

Suspect sentenced in a Rape Cold Case

On 11-5-1994, a 17 yr old female was attacked inside her home by a male acquaintance who she knew by an alias name. The suspect tied the victim up with an electrical cord and sexually assaulted her. He was armed with a pistol and attempted to shoot the victim more than once as she fought back. He missed with his shots but was able to strike the victim several times in the head with the pistol itself.

Based on the initial investigation a potential suspect was identified as: Rodney Labrinth Miller. Mr. Miller appeared to have left North Carolina and the case remained open pending further developments.

The Sexual Assault Cold Case Unit obtained a positive forensic match to Miller and prepared the case for prosecution. The Mecklenburg County District Attorneys Office accepted the case for prosecution and warrants were signed on April 28th 2006. Mr. Miller was charged with Attempted Murder, ADW with the Intent to Kill and Inflicting Serious Injury, 1st degree Rape, 1st degree Sex Offense and 1st degree Kidnapping.

Mr. Miller was arrested in Shreveport, LA and returned to Charlotte in July 2008.

On Feb 6th, 2009, Rodney Miller appeared in the Mecklenburg County Superior Court and pled guilty to the above incident. Rodney Miller was sentenced to 22 yrs to 27 years in NC Department of Corrections.

CMPD Arrests Serial Rapist - Sentenced to 35 Years In Prison

UPDATE: 3/30/11- On March 28, 2011, a jury trial began involving the six rape cases against Gilbert McNair. All of the victims were present and ready to proceed with the trial. Pre-trial motions were heard and after the Judge refused to suppress evidence, the 56-year old defendant, entered a guilty plea to all charges. He was sentenced to 35 years to 44.5 years in NC State Prison. Good riddance McNair!!!

The Charlotte-Mecklenburg Police Department Special Victims Unit detectives and VCAT officers arrested Gilbert McNair in reference to four rapes which occurred from 1990 – 1997.

The efforts of CMPD Burglary East Unit, CMPD Crime Lab and the Sexual Assault Cold Case Unit identified Gilbert McNair as the suspect responsible for the following sexual assaults:

1990-----Wakefield Dr-----28 yr old victim
1994-----Crescent Ave----25 yr old victim
1995-----Emerson Dr------21 yr old victim
1997-----Crescent Ave----23 yr old victim

The CMPD and SBI Crime Labs linked DNA evidence collected from the four different scenes, confirming the same person was responsible for committing each of the sexual assaults. Then during a July 2008 arrest a DNA sample was collected from Mr. McNair. This sample matched DNA evidence from each of the four sexual assault cases. All four cases involved First Degree Burglary and Sexual Assault. Mr. McNair broke into the victims’ residences at night while they were asleep. The victims and Mr. McNair were strangers.

Detectives presented the cases to the Mecklenburg County District Attorney’s Office and obtained warrants for Mr. McNair’s arrest earlier today, January 15, 2009. After obtaining the warrants, CMPD’s Violent Criminal Apprehension Team (VCAT) arrested Mr. McNair at 1:17 p.m. VCAT officers were canvassing the 800 block of Woodside Ave when they observed Mr. McNair riding a bike. Mr. McNair was immediately taken into police custody. He was transported to CMPD headquarters where he is currently being interviewed by detectives.

Gilbert McNair has been charged with the following: 4 counts of 1st degree Rape, 4 counts of 1st degree Burglary, 3 counts of 1st degree Sex Offense, 1 count of Attempted 1st degree Sex Offense.

CMPD Cold Case Unit Volunteer's Receive Award

US Attorney General Michael Mukasey will present members of the Charlotte-Mecklenburg Police Homicide Cold Case Unit review board with the Citizen Volunteer Service Award on May 30, 2008 at the Department of Justice in Washington, DC. The annual award recognizes citizens who volunteer to assist law enforcement or Department of Justice initiatives.

James Zopp, Brendan Battle, Daniel Caylor, Raymond Bowley, Harvey Katowitz and Dr. Vivian Lord make up a volunteer review team who give cold cases a solvability rating. They prepare reports for investigators that detail victimology, a summary of the crime, a summary of evidence recovered at the scene, witness information and statements, potential suspects and related investigations. Members decide how likely the case can be solved if it is reopened. Homicide Cold Case Unit investigators then begin an active investigation.

The review team is made up of four retired FBI Agents, a retired NYPD Captain and the Chairman of the Criminal Justice Department at UNC Charlotte. Since it began, the review team has researched nearly 100 cases. 25 have been cleared and 18 people have been arrested. Team members spend countless hours of their own time to help search out answers for families who have been waiting, sometimes decades, for resolution.

Charlotte-Mecklenburg Police established the Homicide Cold Case Unit in 2003 when more than 400 cases, dating back to the 1960’s, remained unsolved. CMPD asked the FBI to join them in investigating these cases. Under the Safe Streets Task Force, a partnership of dozens of local law enforcement agencies, the Homicide Cold Case Unit has access to the vast resources of the FBI. The Homicide Cold Case Unit is made up of two CMPD detectives and an FBI Agent.

Two Cold Cases from 2000 Solved

Biological evidence led CMPD's Sexual Assault Cold Case detectives to identify and charge two suspects in separate sexual assaults from 2000.

Christopher Lynn Porter, 31, pled guilty yesterday and received a sentence of 12 1/2- 16 years for the June 6, 2000 rape of a woman off Milton Road on Barrington Drive.

In the early morning hours on June 4, 2000, the victim was walking home when Christopher Porter first approached her. A few minutes later he returned with a bandana covering his face, forced her behind the apartments and robbed & raped her at knife point.

Porter has been in custody in South Carolina on federal drug charges and was brought to Mecklenburg County to face charges of first degree rape, first degree kidnapping and robbery with a dangerous weapon.

Porter will be returned to the South Carolina prison to serve the remainder of that sentence. When released in 2011, he will be brought back to Mecklenburg County to serve the sentence in this case.

Michael Neville Watson, 33, was arrested on December 21, 2007 in New Orleans on a fugitive warrant for the June 11, 2000 sexual assault of a 16-year-old girl off Wilkinson Boulevard.

On June 11, 2000, two victims (father and daughter) were at a storage facility loading papers for delivery when the suspect, armed with a shotgun, approached them. The suspect restrained the father, robbed them and then drove around with the daughter before sexually assaulting her.

Watson was transported to Charlotte after his arrest in New Orleans and has been charged with two counts of first degree sexual assault, two counts of kidnapping and two counts of robbery with a dangerous weapon. Watson is being held in the Mecklenburg County Jail with a $350,000 bond.

1998 Sexual Assault Case Solved

The CMPD Sexual Assault Cold Case detectives identified and charged 36-year old Darrell Boyd (R) with two brutal sexual assaults committed in 1998:

May 1, 1998: Vinca Circle @ 9:30 am: 22 year-old victim was home alone in her apartment. The suspect entered the apartment through the front door armed with a handgun. He held the victim and sexually assaulted her for more than an hour before fleeing.

May 14, 1998: English Hills Drive @ 11:00 pm. The victim was home alone in her apartment. The suspect entered her residence through a sliding glass door. He held the victim in her residence for nearly three hours, physically and sexually assaulting her, before fleeing.

Police say Boyd was scheduled to be released December 13th from a correctional facility in Ohio where he had been serving two years for a crime he committed there. Mecklenburg County Sheriff's Deputies traveled to the facility over the weekend and transported Boyd back to Charlotte and booked him into the Mecklenburg County Jail.

In addition to an unrelated charge for Trafficking Heroin, Darrell Boyd has been charged with the following crimes: 4 counts 1st degree Rape; 2 counts 2nd degree Rape; 4 counts 1st degree Sex Offense; 3 counts 2nd degree Sex Offense; 2 counts 1st degree Kidnapping; 1 count Robbery; 1 count 1st degree Burglary; 1 count Felony B&E

Arrest Made in 1999 Homicide Case

The CMPD Homicide Cold Case Unit arrested 33-year old Mandrey Davis in connection with the 1999 murder of 32-year old Kiawana Grace.

On May 11, 1999, CMPD Officers responded to Hilo Drive in reference to a possible deceased person. Upon arriving on the scene, officers found the body of Kiawana Grace inside her apartment. The victim sustained a fatal gunshot wound and was pronounced dead at the scene.

On December 6, 2007, Davis was arrested at his residence on Rozzelles Ferry Rd. He is charged with Murder and Possession of Firearm by Convicted Felon.

Since it began in 2003, the Cold Case Unit has made 17 arrests and cleared 25 homicide cases.

Cold Case Solved: Career Criminal Charged

Joseph Keith Perry became acquainted with police when he was 16-years old. He was arrested for stealing a car. At age 18, he was caught carrying a weapon on school grounds.

When Perry was 19-years old, he was out robbing and raping people at gunpoint. Police say Perry approached a man and a woman as they were working on a cell tower site off Brookshire Blvd. Perry held them at gunpoint, took their vehicle and abducted the female victim.

As Perry drove away with the female, the male attempted to help her and Perry fired several shots at him. Perry then took the female to a cemetery off of Beatties Ford Rd, where he sexually assaulted her at gunpoint. The brutal attack occurred in 2003, however, he was not forensically connected to the crime until this month.

Somehow, Perry managed to avoid police for two years. My guess is he skipped town after the robbery and rape. He was back in business when he turned 21. He was arrested three times; once for selling drugs and twice for assaulting a female. When Perry was 22, he violated a protection order. Now... Perry is 23-years old and facing charges which could land him in prison for the rest of his life!

Perry's Criminal Career:
· Age 16: Arrested for stealing a car
· Age 17: Convicted of receiving a stolen vehicle– Received probation
· Age 18: Convicted of possessing a weapon on campus – Received probation
· Age 19: Committed an armed robbery, rape and assault against two victims. – Arrested in ‘07
· Age 21: Arrested for selling, possessing and delivering cocaine
· Age 21: Arrested for assault on a female & possession of marijuana
· Age 22: Convicted of selling drugs- Received probation
· Age 22: Convicted of assaulting a female- Received probation
· Age 22: Arrested again for assaulting a female
· Age 23: Arrested for violating a domestic protection order
· Age 23: Arrested for a terrible and violent crime he committed when he was 19. He is facing charges of: Robbery, first and second degree kidnapping, first and second degree sex offenses, first and second degree rape, assault on a female, felonious restraint and assault with a deadly weapon- with the intent to kill.

Cold Case Unit: First Sex Assault Conviction

In January 2006, the Charlotte-Mecklenburg Police Department formed a sexual assault cold case unit. The cold case unit is comprised of only two detectives but they have produced exceptional results. To date, the cold case unit has reviewed 159 cases. They have obtained warrants and/or indictments in 10 cases, cleared 8 cases with arrests and they cleared another 7 cases (identified suspect but either the suspect is deceased, the victim declines to pursue or district attorney declined to prosecute)

One of the cold cases the unit solved has made its way through the court system and led to a conviction. On May 11th, Ardis Ray Fuller, 53, was convicted on all counts of kidnapping and rape. He was sentenced to 42-52 years in prison. Based on his age, he will spend the rest of his life in prison.

Fuller raped a young woman on August 31, 2003. The attack occurred on Thorton Rd and police say Fuller held a knife to the victim's throat and forced her into the backyard of her residence. Once there, he raped her.

In addition, police say they linked Fuller to two other sexual assault cases. On November 28, 2002, Fuller physically and sexually assaulted a woman on Wilkinson Blvd. On May 15, 2003, Fuller physically and sexually assaulted a woman on Carlyle Drive.

CMPD Catalogs DNA Evidence

The CMPD Crime Lab has just completed a new catalog of all DNA evidence dating back to the 1970's. This information could help break cold cases wide open. Also, the unexamined DNA evidence may give convicted felons a second chance to prove their innocence.

The Charlotte-Mecklenburg Police crime lab stores over 3,000 cases worth of evidence. “Bone samples, pieces of tissue, blood stains, the insole of a shoe,” according to lab manager John Donahue. Much of the evidence came from cases before the era of modern DNA testing. So the crime lab made a list of everything they had, looking for old evidence that could yield clues with today's DNA testing.

DNA is being tested for the convicted criminals first. “It not only ensures that we have the right person in prison if we can do testing,” Chris Mumma from the NC Chief Justice’s Criminal Justice study commission said. “But it also gives confidence to the accusations that there was a wrongful conviction.”

And the cold case investigations are continuing too, police say, with more evidence than ever to crack cases. “The cataloging has helped them significantly, because they may not know, the detectives, what kind of evidence is up here,” Donahue said. Police say they started the cataloguing project when cold case detectives discovered there was no standard way keeping track of DNA evidence.

Nurse Charged with Murder- All Charges Dropped

UPDATE:  (May 5,2011) All charges against Sally Jordan Hill have been dropped, Mecklenburg County District Attorney Andrew Murray announced today.

Today, police charged a nurse in the death of a woman they say she over medicated and subsequently killed in 2001. Authorities said the Homicide Cold Case Unit, to which Charlotte-Mecklenburg Police Homicide Unit officers and FBI agents are assigned, determined Sally Jordan Hill, 50, of Matthews, is responsible for the death of Sandra Baker Joyner on April 15, 2001.

Joyner went into the Center for Cosmetic and Plastic Surgery on Billingsley Road in Charlotte on April 10, 2001, for an outpatient surgical procedure. According to authorities, the mini facelift surgery went well and Joyner was awake and talking when she was put in a recovery room.
Hill, a certified registered nurse anesthetist at the practice, was monitoring Joyner's progress. Officers said after a short time in the recovery room- Joyner became unresponsive and went into respiratory arrest. Medical staff at the cosmetic surgery center tried to resuscitate Joyner before she was transported by paramedics to Mercy Hospital Main. Joyner died five days later.

Autopsy results show the 45-year-old mother of two died from a fatal overdose of fentynal, a powerful painkiller. No charges were filed initially, but someone contacted the district attorney's office in January with new information. Prosecutors asked the cold case unit to look into case and those officers obtained probable cause for an arrest through interviews.

Authorities would not comment on the relationship between the woman or speculate on a possible motive, but they did say the women had known each other since they were young girls.
Det. Chuck Henson of the Charlotte-Mecklenburg Police Department said Joyner's family was shocked by news of the arrest. He said they never suspected foul play was involved. The state nursing board investigated Hill after Joyner's death and found her negligent, but representatives said they were surprised by the charges.

The state medical board also suspended the license of the doctor who performed Joyner's surgery, Dr. Peter Tucker, in 2003 because it said he lacked effective supervision of Hill. His license was reinstated in 2005. The medical board members said despite the arrest, they still believe Tucker didn't adequately supervise his nurse. Source: WSOC-TV

A NON-EMERGENCY SERVICES REPORT SPECIALIST IS A TRAINED PERSON WHO TAKES REPORTS OVER THE PHONE SO THAT SUFFICIENT FIELD UNITS ARE AVAILABLE TO RESPOND TO LIFE THREATENING CALLS FOR SERVICE

Please call the Non-Emergency Services Unit when:

* Cold crimes where the Officer's presence at the scene would not benefit the outcome of the case. * Minor property crimes. Call 911 if they are in progress.
* Minor crimes against persons, i.e. suspect gone, time has elapsed, minor injuries involved.
* Larceny from vehicles.
* Cold break-ins- of outbuildings, garages, sheds, etc.
* Harassing or threatening phone calls.
* Petty larceny such as gas driveoffs, shoplifting, bicycles, hubcaps, etc.
