Man Shot & Killed on Wynbrook Way

UPDATE:   Members of the Violent Criminal Apprehension Team (VCAT) with the Charlotte-Mecklenburg Police Department arrested Tommy Lee Stowe, for the murder of Ramel Dayson. It was also determined during the investigation that the victim and suspect were known acquaintances and that this was not a random act of violence.

Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit and A/D/W Unit are conducting an investigation into a shooting at 4532 Wynbrook Way which left one man dead.

The call for service came in at 8:57 p.m., on Wednesday, February 29, 2012. The victim has been identified as Ramel Dayson.

North Division patrol officers responded to Tanglewood Apartments where they located Mr. Dayson inside an apartment suffering from an apparent gunshot wound. Medic transported Mr. Dayson to Carolinas Medical Center where he was pronounced deceased. Based upon initial witness statements,

Mr. Dayson was inside his mother’s apartment and stepped outside into the common area. Shortly after stepping outside, Mr. Dayson came back to the apartment and said that he had been shot. Detectives are currently canvassing the complex to determine if anyone saw or heard anything in the moments leading up to the shooting that will aid in the investigation.

Crime Scene Search responded to the call for service to process the scene and collect physical evidence. Representatives of the Mecklenburg County District Attorney’s Homicide Prosecution Team responded to the scene as well.

WANTED: Tomonta Quantez Simmons

UPDATE:  (3/2/12) Simmons was captured by CMPD.

Tomonta Simmons is wanted by the Violent Criminal Apprehension Team (VCAT) for outstanding warrants for interfering with an electronic monitoring device and multiple counts of felony probation violation. Simmons plead guilty and was released from jail on December 18, 2010. Simmons was placed on probation with the NC Department of Community Corrections and was being monitored by CMPD as part of a pilot project for priority offenders.

On November 9, 2011, Simmons cut off his monitor and was on the run until being arrested by VCAT on January 4, 2012. Simmons was released back into the community after he posted a $36,500 bond for the pending probation violation. Simmons appeared in Superior Court today, February 29, 2012 to answer to his felony probation violations. During a court lunch break, Simmons cut off his electronic monitor near Sugar Creek and I-85. Tomonta Simmons has previously been arrested for felony drug, larceny from auto, assault, and weapon charges in Mecklenburg County.

Anyone with information on Simmons whereabouts should immediately contact the Violent Criminal Apprehension Team (VCAT) at (704)336-VCAT or call 911. A Crime Stoppers Award for information is leading to Simmons arrest.

CMPD and the NC Department of Community Corrections are involved in a pilot program to monitor priority offenders on probation. Simmons is the second offender to cut off a CMPD electronic monitor as part of this pilot program which is in its second year. Simmons is the fourth offender to cut an electronic monitor off in 2012.

Habitual Felons Go to Trial

Archie Hoskins, 56, was tried for 1) failure to properly register as a sex offender and 2) being a habitual felon.  The jury returned verdicts of guilty on both counts. The Honorable Hugh B. Lewis, Superior Court Judge, sentenced Hoskins to 96-125 months in prison. Some of Hoskins’ prior convictions include first degree sex offense, kidnapping and felony breaking or entering.

William Brown, 65, was tried for 1) possessing with intent to sell or deliver heroin, 2) felony maintaining a vehicle for use, storage or sale of controlled substances, 3) possessing drug paraphernalia and 4) being a habitual felon. The jury found Brown guilty of possessing with intent to sell or deliver heroin, misdemeanor maintaining a vehicle for use, storage or sale of controlled substances and possessing drug paraphernalia. The State was unable to prove the defendant’s habitual felon status. The Honorable F. Lane Williamson, Superior Court Judge, sentenced Brown to 11-14 months in prison.

Stephen James, 25, was tried for 1) first degree burglary, 2) conspiracy to commit burglary and 3) being a habitual felon. On the third day of trial, the Honorable W. Robert Bell, Superior Court Judge, declared a mistrial when it was discovered that the defense attorney was not qualified, pursuant to the relevant rules, to be appointed to represent indigent clients in serious felony cases. The case will be tried at a later date after qualified counsel is assigned by the Public Defender.

Kenneth King, 29, was tried for 1) possession of cocaine and 2) being a habitual felon. The Honorable Jesse B. Caldwell, III, Superior Court Judge, declared a mistrial after specific juror responses during jury selection resulted in irreparable prejudice to the defendant. The case will be tried at a later date.

Koron Osborne, 44, was called for trial and changed his previous plea of not guilty to guilty as charged to 1) possessing with intent to sell or deliver cocaine, 2) possessing with intent to sell or deliver marijuana and 3) being a habitual felon. Judge Williamson sentenced Osborne to 66-89 months in prison. Osborne’s prior convictions include multiple counts of felony breaking or entering.

Man Shot and Killed on Hunting Ridge Lane

Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit and ADW Unit are conducting an investigation into a shooting at 5805 Hunting Ridge Lane, which left one man dead. The call for service came in at 10:05 p.m., on Sunday, February 26, 2012. The deceased has been positively identified as Guy J. Stewart.

Independence Division patrol officers responded to Hunting Ridge Lane where they located a male subject suffering from an apparent gunshot wound. The 911 caller/shooter resides at the apartment where the shooting took place. Medic arrived at the scene and pronounced the shooting victim deceased at 10:12 p.m. Both the shooter and the deceased are known to each other; this is not a random act of violence.

The shooter is cooperating with detectives and is currently being questioned at CMPD headquarters. Detectives are in the process of canvassing the complex to determine if anyone heard or saw anything in the moments leading up to the shooting that will aid the investigation.

UPDATE:   Joshua Sean Lowery was arrested on drug charges in Orange County Florida earlier today. He will be extradited back to Mecklenburg County after he’s processed on the charges he’s facing in Florida.

Joshua Sean Lowery is wanted by the Violent Criminal Apprehension Team (VCAT) for first degree burglary, robbery with a dangerous weapon, kidnapping, shooting into an occupied property, and interfering with an electronic monitoring device.

Lowery has been on 24 hour house arrest with CMPD Electronic Monitoring since he bonded out of jail on December 6, 2011 for a home invasion robbery where shots were fired in the Steele Creek Division. On February 25, 2012 Lowery cut off his electronic monitor at his residence off of Scaleybark Road in the Westover Division and is currently on the run.

Lowery has an extensive criminal history including arrests for multiple robberies, drugs and weapon charges. Lowery was the 3rd offender to cut off his court ordered monitor in 2012. Anyone with information on Lowery’s whereabouts should immediately contact the Violent Criminal Apprehension Team (VCAT).

Man Shot & Killed on Lambeth Drive

Charlotte-Mecklenburg Homicide Unit Detectives are currently conducting an investigation into a shooting that occurred in the North Tryon Division at the 432 Lambeth Drive. The call for service was reported at 8:46 p.m., on February 23, 2012. The victim has been identified, pending family notification, his name will be released.

North Tryon Division officers responded to Lambeth Drive to investigate a shots fired call for service. When officers arrived on scene, they located a male subject suffering from an apparent gunshot wound. Medic arrived on scene and pronounced the victim deceased. Based on initial statements, residents heard a gunshot and located the subject.

Crime Scene Search responded to the call for service to process and collect physical evidence. The ADW Unit, Gang Unit, K-9 Unit along with representatives of the Mecklenburg County District Attorney’s Homicide Prosecution Team responded to the scene as well.

Man Charged with 1st Degree Rape & Kidnapping

Sexual Assault Unit detectives with the Charlotte-Mecklenburg Police Department have arrested Lavatae Evans after an investigation into an alleged rape he committed at his residence. On Wednesday, February 15, 2012, at approximately 3:50 p.m. Metro Division officers responded to a call for service at a home in the 2000 block of Brewton Drive to investigate a possible kidnapping.

When officers arrived they spoke to the female victim who stated she was at the Transit Center earlier in the day waiting for a bus when she was contacted by Evans. The victim and Evans are known acquaintances and lived together at one time. The victim stated that she voluntarily left the area with Evans to smoke marijuana. After smoking the marijuana with Evans, the victim stated she attempted to return to the Transit Center and that Evans prevented her from leaving while displaying a gun. The victim told officers she was in fear for her life and complied with Evans’ demands.

According to the victim, Evans took her to his home on Brewton Drive against her will and raped her. The victim contacted family members and indicated she was in danger and asked them to call 911. Officers arrived at the home and took Evans into custody without incident. Lavatae Evans has been charged with First Degree Kidnapping, First Degree Rape, and 2 counts of First Degree Sex Offense in this case. The investigation is continuing to determine if additional charges will be filed.

Mom Charged with 10 Counts of Child Abuse/Neglect

Youth Crime Detectives with the Charlotte-Mecklenburg Police Department have arrested Lodonna Parlier after an investigation revealed the suspect had abused her infant daughter on several occasions.

On February 2, 2012, at approximately 2:40 a.m. Providence Division Officers were dispatched to Carolina Medical Center Main to investigate alleged abuse and charges were filed after a joint investigation with the Department of Social Services.

Ladonna Parlier was taken into custody and charged with five counts of child abuse and five counts of child neglect. The child remains in CMC Main and is listed in stable condition. The assistance from CMC staff was critical in this investigation.
