CMPD Officer Arrested for Sexual Assault

5-25-2012:  Marcus Jackson has been released from prison.

Case Update: The Charlotte-Mecklenburg Police Department has identified an additional female sexual assault victim in the case related to former CMPD Police Officer Marcus Jackson. Mr. Jackson stopped this victim on two separate occasions.

The first incident took place on November 2, 2009, when Mr. Jackson conducted a traffic stop and abused his authority to conduct an unlawful search, during which he fondled the female victim.

On December 29, 2009, the same victim was stopped by Mr. Jackson again, this time in the presence of a male companion. In the second incident Mr. Jackson again used his authority to conduct an unlawful search during which he fondled the female victim.

In this incident, the male companion attempted to intervene by questioning the stop of the female victim. He then proceeded to call 911 to report the incident but was interrupted by Mr. Jackson. Mr. Jackson continued to abuse his authority and unlawfully arrested the male companion for obstructing and delaying a police officer.

These incidents were reported to CMPD on January 2nd of this year when two law enforcement sources (a CMPD Officer and a Mecklenburg County Sheriff’s Deputy) came forward after seeing media reports of the Jackson case. After CMPD investigators received this information, they were able to identify the female and male and immediately met with and interviewed both. As a result of the investigation, all of the unlawful charges against the male companion have been dismissed and he has been released from custody.

Based on the investigation, additional charges have been filed against Mr. Jackson. Those additional charges include two counts of sexual battery, one count of felonious restraint and one count of interfering with an emergency communication.

CMPD is working in cooperation with the Federal Bureau of Investigation to determine if any federal charges apply. A member of the Charlotte-Mecklenburg Police Department, Officer Marcus R. Jackson, with the Eastway Division, was arrested and charged with several sexual assault related offenses today. He was hired September 8, 2008.

The charges resulted from allegations made against Officer Jackson by a member of the victim’s family. Upon receiving this complaint, CMPD’s Internal Affairs Division and Detectives with the Sexual Assault Unit launched an investigation into these allegations.

While investigating the original complaint on December 29, 2009, an additional victim came to us with similar allegations of an incident that took place on December 28, 2009. These incidents occurred while he was on duty, wearing his uniform and operating a marked patrol vehicle.

As a result of the investigation, Mr. Jackson, 25, has been arrested and charged with 3 counts of Sexual Battery, 2nd Degree Sex Offense, Extortion, Kidnapping, Indecent Exposure, and 2 counts of Felonious Restraint. As it is still early in the investigation, CMPD expects more charges to be forthcoming. Mr. Jackson has been terminated from CMPD effective immediately.

“It is both unfortunate and devastating that one of our own was arrested, not only for sexual assault charges, but for also violating public trust, misusing his authority and causing dishonor to his fellow officers who wear the badge, all while serving as an officer on duty,” said Police Chief Rodney Monroe. “All officers of the CMPD are expected to uphold, enforce and obey the law. We continue to applaud the public for coming forward and ensuring that appropriate action is taken.”

Sheriff's Office Seeking Dead Beat Parents

The Mecklenburg County Sheriff's Office is busy this holiday season trying to catch parents who owe back child support. Last year, 81 deadbeat parents were arrested. So far this year, police have locked up 92.

The Sheriff's Office now has a list of the top 25 dead beat parents in Mecklenburg County.

Today, Deputies arrested 27-year old Cedrick Ware, who is nearly $14,000 behind in child support. At this time, there are more than 1,300 arrest warrants in Mecklenburg county for deadbeat parents.

Man Posing as Panthers Player Charged with False Pretense

Christon Brewer, 24 is accused of impersonating a Carolina Panthers player and bilking people out of $25,000. Brewer pretended to be a NFL player for the Carolina Panthers' Travelle Wharton. He turned himself in to Union County officers late Monday afternoon.

The Panthers say the man first started impersonating Wharton in mid December of last year and continued his fraud into the months that followed. Earlier this year the team said the man cheated an Atlanta woman out of $5,300 while she was in Charlotte. He promised her he would use his status as a Panther to help promote events during the CIAA basketball tournament, which is held in uptown Charlotte every year.
"He's duped a lot of people out of a lot of money," the real Wharton said. "I feel bad for those people, but he really doesn't care about [them]."

Christon Brewer, 24, who was taken into police Union County Police custody on Monday and was later transferred to Charlotte-Mecklenburg Police Department headquarters. Brewer, who lives in Monroe, was charged with false pretense.

Bank Robber Dubbed "Bearded Bandit" Captured!

UPDATE: 43-year old Michael Terrelonge was sentenced to serve 62 years in prison for all of his bank robberies where he was dubbed  the "bearded bandit."  

Michael Gene Terrelonge recently admitted his involvement in a total of 17 bank robberies and indicated that he is the “Bearded Bandit.” His partner, Latries George Murphy, has been implicated as well. The string of robberies that Mr. Terrelonge admitted his involvement in date back to the summer of 2004.

On October 1, 2009, Mr. Murphy and Mr. Terrelonge were arrested by CMPD officers minutes after fleeing from the armed robbery of the Wachovia Bank at 10210 Couloak Drive.
They bonded out on their state charges and were placed into the CMPD Electronic Monitoring Program. The United States Attorney accepted the case for federal prosecution and both subjects were federally indicted on December 15, 2009. Mr. Terrelonge and Mr. Murphy were arrested on December 18, 2009, based on the federal indictment.

CMPD Detectives, as part of the FBI Safe Streets Task Force, led this extensive investigation. It is important to note that this investigation is in its early stages and is ongoing. Additional charges against both Mr. Terrelonge and Mr. Murphy will likely follow, but it is important to note that they have been formally charged with only the robbery of the Wachovia Bank at 10210 Couloak Drive, on October 1, 2009.

Homicide Detectives Conducting Murder Investigation on Reddman Rd

Case Update: Earlier today, CMPD Homicide Detectives were able to identify a suspect and quickly obtain a warrant for his arrest. The VCAT Team was able to locate and apprehend the suspect for the murder of Mr. Cousar. Keyo Shamanne Hickson was taken into custody without incident. He will be transported to the Mecklenburg County Sheriff’s Office where he will remain in their custody.

Charlotte-Mecklenburg Police Department Homicide Unit Detectives are conducting a homicide investigation at 5832 Reddman Road. The victim has been identified as Khalif Omar Cousar. The cause of this incident appears to be a Robbery from Person.

At 11:32 p.m., Hickory Grove Division officers received a call for service in reference to an assault with a deadly weapon. The victim was located at 6300 Albemarle Road after being driven away from the scene by a witness. Officers summoned Medic who pronounced the victim deceased on scene.

Homicide Detectives Conducting a Death Investigation in the Independence Division

Charlotte-Mecklenburg Police Department Homicide Unit Detectives are conducting a homicide investigation at 6129 Winged Elm Court . The circumstances surrounding these deaths are unknown at this time.

The call for service came in at 7:22 p.m., on Friday, December 18, 2009. Two male victims have been located inside an apartment have been identified as Koeppell Lee Hall III and Terrell Nikko Carter.

Independence Division officers received a call for service in reference to an assault with a deadly weapon. Upon arrival, officers found two victims inside an apartment suffering from gunshot wounds. Medic pronounced the victims deceased on scene. This investigation is in its initial stages.

Detectives with the Homicide Unit, ADW Unit and Gang Unit are on scene conducting the investigation. Crime Scene Search is on scene as well, photographing the scene and collecting physical evidence.

Detectives Investigating Domestic Dispute Involving NFL Player Chris Henry

Case Updates: Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit along with the Highway Interdiction and Traffic Safety Unit (H.I.T.S.) have completed their investigation into the death of Mr. Chris Henry.

A toxicology report released by the Mecklenburg County Medical Examiner's Office showed that former Cincinnati Bengal Chris Henry had no alcohol in his system when he died in December during a dispute with his fiancée.

The H.I.T.S. Accident Reconstruction Unit determined that there was no evidence of reckless driving or excessive speed by Ms. Tonga. The speed limit on Oakdale Road is 35 mph and the estimated speed at the time of accident was between 19-23 mph.

Homicide Detectives interviewed Ms. Tonga who was cooperative throughout the duration of the investigation. Her statement was consistent with witness accounts; however, there were no witnesses that actually saw how Mr. Henry came out of the back of the truck. Homicide Detectives obtained a witness statement that indicated that there was a verbal altercation that took place at the residence where Mr. Henry jumped in the back of the truck and began beating on the back of the vehicle when Ms. Tonga drove away from the residence.

The Medical Examiner ruled the death of Mr. Chris Henry accidental with the cause of death being blunt force trauma to the head from a fall. Ms. Tonga will not be charged in connection with Mr. Henry’s death.

Case Update: December 17th: At 6:36 a.m. this morning, Chris Henry died as a result of his injuries sustained during this incident. Charlotte-Mecklenburg Police Department detectives continue to work diligently on this active investigation.

Detectives with the Charlotte Mecklenburg Police Department Homicide Unit and H.I.T.S. unit are conducting an investigation at 1135 Oakdale Road. The call for service came in just before noon on Wednesday, December 16, 2009.

The victim involved in this case has been identified as NFL player Chris Henry. Chris Henry played with the Cincinnati Bengals as a wide-receiver. Henry had been placed on injured reserve list since Nov. 9th with a dislocated forearm, ending his season early.

North Division officers responded to an assist medic call in reference to a person down in the area of the 1100 block of Oakdale Road. When officers arrived, they found Mr. Henry in the road, apparently suffering life threatening injuries. Medic transported the victim to Carolinas Medical Center-Main where he is receiving treatment for his injuries.

Based on information gathered at the scene, a domestic situation began at 840 Peachtree Road. His fiancé, Loleini Tonga, got into a pickup truck and drove away from the residence. As she was driving away, Mr. Henry jumped into the bed of the truck. The domestic situation continued between the operator and Mr. Henry. At some point while she was driving, Mr. Henry came out of the back of the vehicle.

Police Seek Salvation Army Robbers

On December 11th, two unknown black male suspects entered the Salvation Army, located on Stuart Andrew Blvd. The suspects brandished handguns at the employees and took several kettle pots which contained cash for the needy. The suspects then fled the scene in an older model green Jeep Cherokee.

Suspect#1: B/M mid to late 20’s, approximately 5’10”, medium build and wearing a dark hooded sweatshirt, dark sunglasses, black bandana (w/ skulls) and black jeans.

Suspect#2; B/M mid to late 20’s, approximately 6’4”, large build and wearing a dark hooded sweatshirt, dark sunglasses, black bandana (w/ skulls) and black jeans.

CMPD Detectives Investigating a Homicide on Wilkinson Boulevard

Case Update: December 13, 2009 -3:40 p.m.: Homicide Unit Detectives have obtained a warrant for the arrest of Sabrina A. Black for the murder of Ms. Wilson. Ms. Black is described as a W/F and about 5’2” tall and 145 pounds. Ms. Black was later arrested and is currently in the Mecklenburg County Jail.

Charlotte-Mecklenburg Police Department Homicide Unit Detectives are conducting a homicide investigation at 6330 Wilkinson Boulevard. The call for service came in at 1:45 a.m., on Sunday, December 13, 2009. The victim is named Mary Elizabeth Wilson.

Freedom Division officers received a call for service in reference to a shooting at Dot’s Hot Spot and upon arrival found the victim lying in the parking lot suffering from an apparent gunshot wound. Medic pronounced the victim deceased on scene.

This investigation is in its initial stages. Based upon information gathered from initial witness statements, this incident began as a verbal altercation inside the club and spilled over into the parking lot. Neither the victim nor the suspect works at the club. Detectives are still interviewing witnesses to determine the events which led up to the shooting.

The suspect, a white female with long blonde hair, shot at the victim from a black Cadillac DTS four door sedan which was following close behind a white pickup truck. Both vehicles fled the scene on Wilkinson Boulevard towards Gaston County . The victim and suspect are known to each other, this was not a random act of violence.

Detectives Investigating a Shooting in the Hickory Grove Division

Charlotte-Mecklenburg Police Department A/D/W Unit Detectives are conducting an investigation into a shooting at 8830 East W T Harris Boulevard. The call for service came in at 5:14 p.m., on Saturday, December 12, 2009. The victim is a seven year-old girl who received a gunshot wound to the right leg.

Hickory Grove Division officers received a call for service in reference to a shooting at the Starlight Roller Rink. When officers arrived, they found the victim suffering from an apparent gunshot wound. Medic transported the victim to Carolinas Medical Center where she received treatment for a gunshot wound. She will be released tonight.

Based upon initial statements from witnesses, the victim was at the roller rink celebrating another child’s birthday, when the suspect, Todd O’Brien Houston entered the rink and had a confrontation with a male subject who was in the same group as the victim. The confrontation escalated into an exchange of blows and Mr. Houston pulled out a firearm and shot one time.

Mr. Houston then left the building. Mr. Houston and the male with whom he had the confrontation are known to each other. This incident was not a random act of violence. At this time, we do not believe that the young girl was the intended target. Witnesses on scene stated that they observed Mr. Houston point a gun at the male subject who was with the young girl.

Mr. Houston is in police custody at this time and will be charged with the following: Assault with a Deadly Weapon Inflicting Serious Injury, Possession of Firearm by Felon, Assault by Pointing a Gun and Simple Assault.

Detectives Investigating a Homicide in Independence Division

Case Update: December 12, 2009 3:33 p.m.: Earlier today, VCAT took Ronald Jerome Tolson into custody for the murder of Mr. Foster. Mr. Tolson has been charged with First Degree Murder in this case.

The case remains under active investigation and additional charges against Mr. Tolson may follow. Warrants against Mr. Tolson in unrelated cases will also be served against him today when he is taken to the Mecklenburg County Sheriff’s Office. Those warrants include: Reckless Driving, Resist Public Officer, Hit and Run Property Damage, DWLR, Fail to Head Blue Lights and Siren.

Charlotte-Mecklenburg Police Department Homicide Unit Detectives are conducting a homicide investigation at 6317 Monroe Road. The call for service came in just before 2:15 a.m., on Saturday, December 12, 2009. The victim has been identified as Marcus Foster, 25.

Independence Division officers received a call for service in reference to a shooting in the parking lot of Silver Oaks Apartments. Officers arrived on scene less than two minutes after the call was dispatched and found Mr. Foster suffering from an apparent gunshot wound.

Mr. Foster was in the common area of Silver Oaks with his two brothers when they had an argument with a black male suspect who subsequently fired multiple shots at them. Mr. Foster was shot at least once and ran across Idlewild Road to the rear of a shopping center located at the 5400 block of Independence Boulevard.

Independence Division officers located Mr. Foster, who was conscious at the time. Medic transported Mr. Foster to Carolinas Medical Center, where he was pronounced deceased at 2:49 a.m.

This investigation is in its early stages; at this time it appears that this is not a random act of violence and that the suspect who fired the shots at Mr. Foster and his brothers was known to them. The suspect is believed to have fled the scene onto Monroe Road in a green Saturn sedan.

Detectives Conducting a Death Investigation along Independence Boulevard

Case Update: Saturday, December 05, 2009- The deceased has been identified as Angela Freeman Kelly. Her boyfriend, the driver of the vehicle in which she was a passenger, has been identified as Heath Eugene Frye.

Mr. Frye was arrested for DWI and Possession of an Open Container. Based on statements from Mr. Frye and evidence collected on scene, he and Ms. Kelly were having an argument while driving down Independence Boulevard when she threatened to open the door and jump out of the vehicle.
Mr. Frye stated that he convinced Ms. Kelly to close the door and she did so. He went on to state that as he continued to drive further down Independence Boulevard that she opened the door again and did jump from the moving vehicle.

Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit and H.I.T.S. Unit are conducting a death investigation at 4402 East Independence Boulevard . The call for service came in at 11:52 p.m., on Friday, December 4, 2009. The deceased has been identified; pending notification of next of kin, her name is being withheld.

Providence Division officers received a call for service in reference to an accident involving a fatality of the passenger (victim) of a vehicle that had been travelling eastbound on Independence Boulevard approaching Sharon Amity Road . The victim was with her boyfriend, who was driving the vehicle in which she was a passenger. There were no other occupants of the vehicle. The driver is currently being questioned at police headquarters. An update will be released in the early morning hours of Saturday, December 05, 2009, with the victim’s name and charges, if any, against the driver of the vehicle.

Food Lion Robber Wanted by Mint Hill PD

Mint Hill Police Department: On November 19, 2009, at approximately 9:00 pm, Officers responded to the Food Lion located at 8118 Blair Road in Mint Hill in reference to an armed robbery that occurred in the parking lot.

The victim reported that a white vehicle, driven by a young white male, pulled up to her car while she was loading her groceries in her vehicle and a black male exited the passenger side and approached the victim. The black male demanded that the victim give up her purse and wielded a knife. The victim turned over her purse and the suspects left the scene.

Police obtained surveillance video of this black male suspect using the victim’s credit cards at the Wal-Mart in Monroe at approximately 11:40 pm on the same date. Suspect appears to be around 6’1” tall, muscular build, light skinned black male with a balding or shaved head.
