CMPD: The 'Official' Delvonte Tisdale Report

On March 17, 2011, the Charlotte-Mecklenburg Police Department made a formal request to the Transportation Security Administration (TSA) asking the agency to conduct an additional review of the Delvonte Tisdale security breach report.  This request was made to reaffirm the need to continue to protect sensitive security information included in the report.
The CMPD has worked closely with the TSA under the direction of David Wray (TSA’s highest ranking official in Charlotte) throughout the entire investigation. That participation included hosting meetings, providing SSI information that was ultimately included in the final report as well as their review and feedback on the content of the report.
On Thursday, April 14, 2011, the CMPD received the redacted version of the report from the TSA.  The agency again concluded, the report contained sensitive security information (TSA redactions in black.) This review reaffirms the city’s original position, indicating the report contained sensitive security information concerning airport security and vulnerability that could not and should not be released publicly.
Additionally,  the  CMPD has also identified other portions of the report that necessitated redaction. (CMPD redactions in red)  Those redactions made by CMPD included portions of the report that detailed:
·         Personnel deployment in specific locations of the airport and operational procedures that if disclosed would jeopardize public safety.
·         Vulnerable aircraft positions that may make them potential targets of an attack, jeopardizing the safety of the general public.

Police Seeking Men Who Cut off Electronic Monitors

UPDATE:  Donqus McSwain turned himself into the Mecklenburg County Sheriff’s Office.  He is currently in custody.

UPDATE II:  Robert Jones was arrested by the Bloomington Illinois Police Department with the assistance of the Mecklenburg County Sheriff’s Office who received information concerning his whereabouts. He is currently awaiting extradition

Robert Jones and Donqus D. McSwain wanted by the Violent Criminal Apprehension Team (VCAT) on outstanding warrants for interfering with an electronic monitoring device, felony breaking and entering, felony larceny after breaking and entering.

On February 6, 2011 Robert Jones was released from jail on $10,000 secure bond for breaking and entering. Jones was ordered to wear a CMPD electronic monitor as an additional condition of his release.  On April 18, 2011 Jones was due to appear in superior court for the felony breaking and entering charges.

At approximately 10:37, Jones cut his court ordered monitor off at the 800 Block of Eastway Drive. Jones was last seen in a white minivan with tinted windows in the 1200 block of Central Avenue where his monitor was discarded.

Jones is a habitual felon with an extensive criminal history including arrests for robberies, drugs, burglary, assaults, and auto theft.  Jones is the 8th offender to cut off CMPD electronic monitor in 2011. CMPD has monitored over 500 offenders in 2011 and less than 1.5% cut the monitors off. Most of the offenders who cut their monitors off are re-arrested within days thanks to publicity from the media and tips from the public.

CMPD Homicide Unit Investigating a Robbery/Murder in the North Division

Case Update:  Detectives with the CMPD Homicide Unit signed warrants on three suspects last night charging them with the robbery and murder of Mr. Wallace. All three suspects were taken into custody without incident late last night by the Violent Criminal Apprehension Team.

The following three suspects have been charged with Murder, Armed Robbery and Conspiracy to Commit Armed Robbery:  Ngai Yarre Sutton, Robert Lee McPhail, and Damon Kenneth Grimes.

The incident occurred at the residence of Mr. Grimes, where he along with Mr. McPhail and Mr. Sutton conspired to rob Mr. Wallace during a transaction to purchase a large quantity of marijuana.  Mr. Wallace was shot during the robbery and succumbed to his injuries hours later at CMC.

This incident was not a random act of violence, as Mr. Wallace and Mr. Grimes were known associates. This incident remains under active investigation and anyone with information regarding this incident is asked to call 704-432-TIPS and speak directly to a Homicide Unit Detective.

Charlotte-Mecklenburg Police Department Homicide Unit Detectives are conducting an investigation into a robbery/shooting which occurred at 4822 Woodstone Drive. The incident was reported at 12:46 p.m. on April 16, 2011. Family notification has been made and the victim has been identified as Larry Dean Wallace, 40.

North Division officers responded to an A/D/W call for service in reference to a male subject who had been shot. Upon their arrival, officers located a subject suffering from a gunshot wound. Medic arrived and transported the subject to Carolinas Medical Center with life threatening injuries. Based on initial witness statements, the victim stated he came to the residence to visit a friend, when the robbery occurred shortly after his arrival.

The victim was later pronounced by medical staff at 9:14 p.m. on April 16, 2011.   At this stage of the investigation, detectives have spoken to witnesses and canvassing the neighborhood following any leads that will aid in the investigation.  Crime Scene Search processed the scene and collected physical evidence.   ADW and Robbery Detectives assisted with the investigation since its inception.

D.A.'s Office: 39 Violent Felons Convicted (April 11-April 15)

Thirty-nine (39) defendants plead guilty in Mecklenburg County Superior Court before The Hon. Robert Bell, Superior Court Judge.  The defendants entered guilty pleas from April 11, 2011 - April 15, 2011.

Ricardo Velasquez
Ricardo Velasquez, 40, plead guilty to 1) attempted second degree rape and 2) sexual activity by a substitute parent.  Velasquez was sentenced to 87-134 months in prison.
Francisco Huistlacalt, 17, plead guilty to second degree sex offense. Huistlacalt was sentenced to 72-96 months in prison.
Radi Meyers, 31, pled guilty to assault inflicting serious bodily injury. Meyers was sentenced to 17-21 months in prison.
Kyreem Renfroe, 20, pled guilty to 1) discharging a firearm into occupied property and 2) possession of a firearm by a convicted felon. Renfroe was sentenced to 26-41 months in prison. Renfroe is a habitual repeat offender in Mecklenburg County.

Timothy Barlow, 23, pled guilty to 1) felony flee to elude, 2) felony breaking and/or entering and 3) larceny after breaking and/or entering. Barlow admitted his status as a habitual felon and was sentenced to 67-90 months in prison.
Carlton Williams, 25, pled guilty to 1) robbery with a dangerous weapon, 2) conspiracy to commit robbery with a dangerous weapon and 3) first degree burglary. Williams was sentenced to 82-108 months in prison.
Ronald Shoates, 21, pled guilty to possession of a firearm by a convicted felon. Shoates was sentenced to 17-21 months in prison.
Robert Ulrich
Robert Ulrich, 40, pled guilty to common law robbery and admitted his status as a habitual felon. Ulrich was sentenced to 92-120 months in prison.
Jerod Headen, 18, pled guilty to 1) robbery with a dangerous weapon, 2) attempted robbery with a dangerous weapon, 3) conspiracy to commit robbery with a dangerous weapon, 4) first degree burglary, 5) two counts of larceny from the person and 6) conspiracy to commit larceny from the person. Headen was sentenced to 64-86 months in prison.

Man Shoots Roommate on Hampton Place Dr

UPDATE:   SWAT officers made entry into residence and discovered the suspect dead of an apparent gunshot wound.  Homicide Detectives are on the scene and investigating the death. roommate

On Thursday, April 14, 2011, Charlotte-Mecklenburg Police officers responded to a shooting which occurred at 2:05 p.m. at 12231 Hampton Place Drive.  The victim and suspect are known to each other and are roommates according to the victim. 
 
The victim was shot once in the shoulder and was alert, conscious and breathing on his own when Medic arrived on scene.  The suspect’s location after the shooting was in doubt as the victim was unsure if the suspect remained inside the apartment or if he fled the scene.  
 
The location was locked down and a perimeter was set up.  The CMPD SWAT team was mobilized and responded to the scene.  A Geo Notify (reverse 911) was sent out to a one mile radius of the incident location and no students were being allowed off of CMS buses within a two mile radius of the incident location. 
 
SWAT is currently attempting to make contact with the suspect who may or may not be inside the residence. 

DA: Rapist Found Guilty and Sentenced to 32-39 Years in Prison

On April 14th, 2011, Darryl Thompson, 41, a dangerous criminal with a history of violence against women, was found guilty by a jury of first-degree rape and first-degree kidnapping. Thompson was convicted after a four-day trial.

On September 4, 2005, a woman was walking on the track at Eastway Middle School when Thompson grabbed the woman and raped her on the bleachers. There were no leads in the case until Thompson was arrested in 2008 on an unrelated rape charge and Thompson's DNA was then linked to the 2005 case.

He was sentenced to 32-39 years in prison by The Honorable Jesse B. Caldwell, III, Superior Court Judge. Assistant District Attorney Samantha Pendergrass prosecuted the case. "It really is great to see closure after so long," Pendergrass said. "It affected her life so deeply. Now she knows she's safe."

Man Arrested after Attempting to Abduct a Child at Frazier Park

Investigators with the Charlotte-Mecklenburg Police Department’s Family Services Division have arrested Jerry White.  

White has been charged with abduction of children and assault of a child under 12 stemming from an incident that occurred in the area of Frazier Park on the evening of Sunday, April 10, 2011. White was located by patrol officers after warrants were signed. He was taken into custody without incident.

Detectives worked day and night over the last several days.  They reviewed surveillance video and photos, interviewed a multitude of individuals concerning the case and quickly developed a suspect.  The CMPD removed him from the public this afternoon.

Couple Caught Having Sex in Children's Library

Delonte Brooks, 20, and Kendra Hunter, 18, were caught having sex in the teen lounge at ImaginOn, a children’s library and theater located at 300 E. 7th Street on Tuesday around 3pm.  Fortunately, there were not any children in that area when the incident happened.

Officials with ImaginOn responded to questions about the incident with a brief email response.  "No children or members of the public witnessed the incident – the only witnesses were a Mecklenburg County Security Officer and a Library staff member.

The incident was discovered by the security officer as part of a regular patrol, and was handled quickly, appropriately and professionally in accordance with security procedures. Due to the security officers’ patrolling patterns, the incident was discovered within one minute of it occurring. The Charlotte-Mecklenburg Police Department was there within five minutes of the incident’s discovery."

Brooks and Hunter were issued a citation by CMPD for 'indecent exposure' and were immediately banned from all Charlotte-Mecklenburg Library facilities by the security officer, and were removed from the facility.

Man Charged with 3rd Degree Sexual Exploitation of a Minor

Robert Bove, 53, was arrested Friday and charged with 10 counts of third-degree sexual exploitation of a minor, according to Charlotte-Mecklenburg police. According to the police search warrant, investigators seized Bove's computer, several CD's, a camera and other equipment from Bove's home, located near the Ballantyne area.

According to the Sturgeon Bay Police Department, the undercover investigation began in September of 2010.  Sgt. Greg Zager of the Sturgeon Bay Police Department began an undercover investigation involving Internet Crimes Against Children (ICAC).

During this investigation Sgt. Zager spoke in an online parenting chat room with a 53 year old North Carolina man identified as Robert Bove. During the course of this investigation Bove sent photos and digital images of very young children to Sgt. Zager, most or all kids in various stages of undress.  Bove signed on to a Yahoo chat room using the name "luvsyourlittlegirl."

CMPD Independence Officers Nab Larceny Suspects

Independence Division officers with the Charlotte-Mecklenburg Police Department have arrested Willie James Springs, Laregis McCoy and Nemiah Davis on Tuesday, April 12, 2011. 

A CMPD Officer was patrolling the Wal-Mart parking lot located at 1830 Galleria Blvd, when a store employee waved him down and stated that three suspects just committed a larceny and took off in a blue Ford Expedition.

A short time later the officer observed the SUV and initiated a vehicle stop on Village lake Drive and Independence Blvd. During the course of the vehicle stop, Nemiah Davis jumped out of the SUV and started running, carrying a large trash bag full of items.

Davis tossed the bag and ran across Independence Blvd. Officers apprehended Davis after a brief foot chase. All three of the suspects involved in the case were positively identified by a store employee as the men involved in the larceny.  The employee was already familiar with the suspects from prior cases.

All three suspects were in possession of more than $2,000 in stolen merchandise from the Galleria Wal-Mart as well as several other retail outlets across the city. The three individuals have a history of committing bulk larcenies from stores all over Charlotte and adjoining counties.

· Willie James Springs has been charged with Felony Larceny. It’s the 11th felony he’s been charged with since 2008.

· Leregis McCoy has been charged with Felony Larceny, No Operator’s License and Failure to Heed Blue Light. His prior arrests date back to 2008 when McCoy was charged with assaulting a High School athletic coach. In 2009 McCoy was charged with Robbery with a Dangerous Weapon after he was arrested for robbing retail customers at gunpoint in 2009.

· Nemiah Davis has been charged with Felony Larceny, Resist, Obstruct and Delay. Davis had eight outstanding warrants for his arrest when he was apprehended this morning. He’s been arrested in Mecklenburg County eight times since 2009.

CMPD continues to urge retailers to prosecute shoplifters in an effort to quell larcenies. Members of the CMPD Independence Division have worked closely with Wal-Mart management in the Galleria to bolster security.

CMPD Investigating Murder on Cates Street

UPDATE:  (April 21, 2011) - Detectives with the Homicide Unit and the Violent Criminal Apprehension Team (VCAT) apprehended and arrested Felix Antonio Patton for the murder of Mr. Christopher Satterfield.

Mr. Patton has been charged with first degree murder. He has been transported to the Mecklenburg County Sheriff’s Office; where he will remain in their custody

Detectives with the Charlotte-Mecklenburg Police Department Homicide Unit are investigating a murder in a parking lot outside of 811 Cates Street in the Central Division. The call for service came in on Wednesday, April 06, 2011.  The victim has been identified as 35-year old Christopher Lee Satterfield

Central Division officers responded to an ADW with injury call placed from Cedar Oaks Condominiums. When officers arrived on scene, they found Mr. Satterfield lying in a small parking lot suffering from an apparent gunshot wound. The victim was pronounced deceased on scene by Medic at 2:25 a.m.

Based upon an initial statement by a witness, he looked outside his apartment window after he heard the gunshot and observed a male subject standing over the victim. The witness further stated that when he went outside to check on the victim, that the subject was gone.

Officers with the Central Division set up a perimeter and called in the assistance of the K-9 Unit, but was unable to locate the subject. Crime Scene Search responded to collect physical evidence and photograph the scene. CHARLOTTE-MECKLENBURG POLICE FOUNDATION INITIATIVES:

COLD CASE DNA CRIME LAB: From 2004 to 2006, the CMPF provided $150,000 in funding for a DNA lab analyst to work cold cases. The $150,000 paid for salary and supplies which led to 52 direct matches to suspects or convicted offenders. The analyst tested DNA from 158 homicide, rape, sexual assault, and other violent crime cases.

FIRE EXTINGUISHER FOR EVERY POLICE CAR: Fire extinguishers for 1,100 police cars were funded by CMPF. Now, every police vehicle will be fully equipped with a fire extinguisher to aid our police officers and the citizens they serve.

ELECTRONIC MONITORING OF PRE-TRIAL RELEASE CHRONIC OFFENDERS: In 2007, the CMPF donated $110,000 for a pilot program to lease and monitor 100 ankle bracelet devices with GPS tracking. The devices were deployed on pre-trial offenders. In 2009, 726 offenders were monitored. In 2010, 956 offenders were monitored. The program has been a tremendous success and an integral part of the crime reduction strategies employed by CMPD. Funding now comes from the CMPD operating budget.

We Will Never Forget!

CMPD Officers Jeff Shelton and Sean Clark were killed in the line of duty four years ago today. Please remember their sacrifice and thank an Officer today!

My thoughts and prayers are with the families, friends and brothers/sisters in blue as we remember two wonderful men who gave their lives to protect the citizens of Charlotte.
